21 Fully-funded Government Scholarships for International Student
Not all scholarships are the same. Some scholarships are only in the form of tuition discounts, some cover only the cost of living, while others provide partial allowance, but there are scholarship programs covering both tuition and living expenses and sometimes travel, bookmaking, insurance, etc. Fully funded scholarships provide the most if not all, what you need for studying abroad.
Fulbright Foreign Student Program (USA)
The Fulbright Foreign Student Program is a prestigious scholarship for international students seeking a Master’s or PhD in the United States. In general, the scholarship will cover tuition, airfare, a living grant, health insurance, etc. The Fulbright program will provide funding for the duration of the study.
British Chevening Scholarships (UK)
Chevening Scholarships, the UK government’s global scholarship program, is awarded to outstanding scientists with leadership potential. The prices are usually for a one-year masters degree. Most Chevening scholarships cover: tuition; a livelihood at a set rate (for one person); an economy class return flight to the United Kingdom; additional grants to cover essential expenditure.

The Endeavor Postgraduate Awards provide full international financial support to international students from all over the world to gain a post-graduate Master’s or PhD level qualification, whether through study or research in any area of study in Australia. Scholarships include tuition, travel allowance, installation allowance, monthly scholarship, health and travel insurance.
Gates Cambridge Scholarships (UK)
Gates Cambridge Scholarships are full-time awards for graduate studies and research in every subject at the University of Cambridge. The scholarships are open to all international students from all over the world. A Gates Cambridge Scholarship covers the full cost of studying in Cambridge, including: tuition, maintenance, airfare and some allowances.

Clarendon Scholarships at the University of Oxford (UK)
The Clarendon Scholarship Fund is a prestigious graduate scholarship that awards approximately 140 new scholarships each year to eligible applicants (including international students) at Oxford University. Clarendon Scholarships are awarded on the basis of academic excellence and potential in all degree programs at the University of Oxford. The scholarships cover tuition and tuition fees in full and a generous contribution to the cost of living.

Warwick Chancellor International Scholarships (UK)
Each year, the Warwick Graduate School awards approximately 25 Chancellor Scholarships to the most outstanding international PhD students. The scholarships are open to students of all nationalities and to every discipline offered in Warwick. Scholarships include full tuition and maintenance allowance.
Westminster International Scholarships (UK)
The University of Westminster awards scholarships to eligible students from all developing countries who study in the UK and seek a full-time master’s degree in any area of study at the University of Westminster. The scholarship grants full exemption, accommodation, living expenses and flights to and from London.
University of Bradford Global Development Scholarships (UK)
The University of Bradford Global Development Scholarships are designed to assist international students in financial distress as they are based in a country that is in crisis due to the political situation, the war, the natural disaster, etc. Students enrolled or intend to pursue full-time master’s programs (not MBA) at the University of Bradford. Each scholarship has a value of approximately £ 25,000, including full tuition, accommodation and living expenses.
Adelaide Scholarships International (Australia)

TU Delft Excellence Scholarships (Netherlands)
The Delft University of Technology offers a number of excellence scholarship programs for international students. The Justus & Louise van Effen Scholarship is one of these programs and aims to financially support excellent international MSc students who wish to study at TU Delft. Erik Bleumink Scholarships at the University of Groningen (Netherlands)

Amsterdam Excellence Scholarships (Netherlands)

Excellence Master scholarship program of ETH Zurich (Switzerland)
ETH Zurich supports excellent international students seeking a master’s degree at the ETH. The Excellence Scholarship & Opportunity Program (ESOP) consists of a grant for living and study costs (CHF 11’000 per semester) and a tuition waiver.
International Leader of Tomorrow Award at the University of British Columbia (Canada)
The University of British Columbia (UBC) awards bachelor scholarships to talented international and post-secondary international students from around the world. International Leader of Tomorrow Award winners receive awards commensurate with their financial needs, consisting of the cost of their tuition, fees, and living expenses, less the financial contribution of the student and his or her family at such cost.
Lester B. Pearson International Scholarship Program at the University of Toronto (Canada)
The Lester B. Pearson International Scholarship Program at the University of Toronto aims to recognize international students who demonstrate outstanding academic achievement and creativity and who are leaders in their school. The scholarship includes tuition, books, utilities and full support for four years.
Excellence Scholarships of Switzerland (Switzerland)

VLIR-UOS Training and Master Scholarships (Belgium)
VLIR-UOS awards scholarships to students from selected developing countries in Asia, Africa and Latin America to complete a continuing education and masters program in development at universities in Belgium. Scholarships include tuition, accommodation, allowances, travel expenses, and other program-related costs.
New Zealand Development Scholarships (New Zealand)
The New Zealand Development Scholarships (NZDS) offer international students from selected developing countries in Africa, Asia, Latin America and the Caribbean the opportunity to study in New Zealand to gain knowledge and skills in their home country development through postgraduate studies in specific disciplines.
